augment API response pagination attributes (#2471)
# What this PR does

This PR:
- adds a few attributes to paginated API responses
- removes channel filter "send demo alert" internal API endpoint + tests
(this endpoint was marked as deprecated + not consumed by the web UI)

With the new paginated API response schema, the web UI will no longer
need to:
- hardcode `ITEMS_PER_PAGE` for each table
- manually calculate total number of pages

(these two things ☝️ will be done in
https://github.com/grafana/oncall/issues/2476)

For `GET /api/internal/v1/alertgroups` the response will now look like
this:

For all other paginated API responses, the response will now look like:

remove deprecated gitops views (#2530)

I don't see any traffic to these endpoint URLs over the past week. The
terraform "renderers" in `engine/apps/alerts/terraform_renderer` make a
lot of references to amixr, making think these are legacy, and can be
removed.

Webhooks 2 Release (#1830)
- Enables new webhooks functionality.
- Database migration will automatically convert existing webhooks to new
ones. Note: Converted webhooks are considered "legacy" they will
continue to work as part of your escalation chain but will no longer be
editable. To make changes use the `Make a copy` action and edit that
one, after you can delete your legacy webhook. Remember to connect your
escalation chain with your newly copied webhook!

Update all links to use docs/reference style (#2456)
# What this PR does

The `docs/reference` shortcode supports contextual destinations and
version inference.

`<ONCALL VERSION>` is inferred to match the version of the documentation
set. For example, the inferred version for the page
/docs/grafana/oncall/latest/get-started/ is "latest". It can also be
overriden using front matter.
Given the same page, but with the additional front matter
`oncall_version: next`, the variable is substituted with "next" rather
than "latest".

Contextual destinations are achieved using repeated labels in the
shortcode inner text. The format is [<LABEL>]: "<PAGE PATH PREFIX> ->
<HUGO REFERENCE>".

- _`<LABEL>`_ matches the reference style link label used in the rest of
the text.
- _`<PAGE PATH PREFIX>`_ is matched against the page during the
production build. If the match is successful, the destination that is
used is _`<HUGO REFERENCE>`_. The first matching prefix is used, not the
longest matching prefix.

## Which issue(s) this PR fixes

- Broken links due to ambiguous relref resolution. Any relref parameter
that does not start with either `/`, `./`, or `../` can resolve
ambiguously and is resulting in broken link behavior on the current
site.
- Broken links in Grafana Cloud. We mount OnCall documentation in
Grafana Cloud. In https://github.com/grafana/website/pull/13872 the
location will become /docs/grafana-cloud/alerting-and-irm/oncall. This
PR is intended to be merged alongside that PR.

bump celery version to a version which supports Python 3.11 (#2519)

I was seeing some strange logs occasionally pop up from celery:
```bash
[1;33m2023-07-13 10:05:14,772 source=engine:celery worker=MainProcess task_id=??? task_name=??? name=celery.redirected level=WARNING AttributeError: '_Code' object has no attribute 'co_positions'[0m
```

Did a bit of digging on this and
[realized](https://github.com/DataDog/dd-trace-py/issues/4149) that
`celery==5.2.7` does not support Python 3.11 (the version we use):

We should immediately upgrade to `celery==5.3.1`. It mentions in this in
the changelog for that version:

add index on started_at column in alert groups (#2516)
# What this PR does

Adds an index on the `started_at` column in the `alerts_alertgroup`
table. For the alert groups query used by the
`check_escalation_finished_task`, this resulted in a huge performance
boost, taking the query time from 89mins to 4secs (on our largest
production dataset).

remove unused frontend code (#2482)

Removes old code that is no longer referenced/used:
- `organization-logs` UI page + model. This page is hidden from
navigation, but if you go to it the API endpoint it hits does not exist
and returns HTTP 404.
- several icons/images that were no longer referenced:
  - `icons/cross-circled.svg`
  - `icons/grafana-icon.svg`
  - `icons/heart-green.svg`
  - `icons/heart-line.svg`
  - `icons/heart-red.svg`
- Several Icon components in `icons/index.tsx` that were no longer
referenced
  - `img/telegram_discussion.png`
- `interceptors/index.ts` - see comment on that file. This interceptor
is never invoked.

Incident API: include 'title' and permalinks in serializer (#2480)
Grafana Incident is attempting to load the title and Slack thread link
from attached OnCall alert groups, but those fields aren't being exposed
by the OnCall API for Grafana Incident. This commit changes that and

adjust frontmatter weight and add menu title (#2484)
The doc squad is restructuring the Grafana Cloud TOC to align with UI
navigation. This PR makes minor changes to the source _index.md file
frontmatter in support of these changes.

Changed weight to 500 to manipulate order or doc sets and added
menuTitle field to remove "Grafana" from TOC title for consistency.

move local developer resources to ./dev folder (#2479)
# What this PR does

As part of #1953, I wanted to be able to easily locally modify my
Grafana instance's access control provisioning configuration. In the
`grafana` container in `docker-compose-developer.yml`, we already have
this:
```yml
volumes:
  - ./provisioning:/etc/grafana/provisioning
```
The `dev` directory has a `.gitignore` setup which is better suited for
what I would like to do. By default, if I add
`./dev/grafana/provisioning/access-control/custom-roles.yml`, it will be
git-ignored. This would've not been the case with the `./provisioning`
directory

*Other stuff*
- create `./dev/grafana` folder. This folder contains resources that are
volume mounted into the `grafana` container in
`docker-compose-developer.yml`.
  - We already had a `./dev/grafana.dev.ini` file, relocated this here.
  - Relocated `./provisioning` to `./dev/grafana/provisioning`. 
- consolidate `./examples/terraform` into `./terraform` directory

fix parsing of grafana feature flags that're enabled via the feature_toggles.enabled syntax (#2477)
# What this PR does

Grafana provides two methods for enabling feature flags:
- `feature_toggles.enabled`
- `feature_toggles.<name_of_feature_flag>`

For example, to enable `accessControlOnCall` you could either do:
```json
{
  "feature_toggles": {
    "enabled": "accessControlOnCall,someOtherCoolFeatureFlag"
  }
}
```

or:
```json
{
  "feature_toggles": {
    "accessControlOnCall": true,
    "someOtherCoolFeatureFlag": true
  }
}
```

In method 1, if they're multiple feature flags present, they are _comma
separated, not space separated_. This PR fixes this parsing issue.
