Tom Boucher 2c75425916 chore: require linked issue in PR template (#4112) ... Adds a prominent "Linked issue" section at the top of the PR template with a required acknowledgement checkbox. PRs that leave the issue number blank or uncheck the box signal they haven't read the contribution guidelines and will be closed.
