refactor: reorder HTML report sections to match visualizer tab order (#937)

Mirror the visualizer's logical grouping in the HTML report:
- Core project views: Summary, Progress, Timeline, Dependencies
- Analytics/monitoring: Metrics, Health
- Content: Changelog, Knowledge, Captures
- Report-only: Artifacts, Planning

Updated sections array, TOC nav, and file header comment.
