Joey Orlando aefaa84f28 update rabbitmq docker containers to v3.12.0 (#2359) ... # What this PR does Update `rabbitmq` Docker containers used in the `docker-compose` config files, Drone pipelines, and GitHub Actions to use version 3.12.0.
