Snow outgoing webhooks tab (#3918) 
# What this PR does
- implement visual part of ServiceNow Outgoing Tab
- reuse created components on outgoing webhooks page
- make yarn:lint:fix to remove unused imports
- fix live reload during development
- remove unused babel dependencies
