Inbound email improvements (continued) (#5263) 
follow up to https://github.com/grafana/oncall/pull/5259:

* Auto confirm SNS subsriptions for ESP `amazon_ses_validated`
* Add a couple of tests for SNS message validation (try with wrong SNS
topic ARN, try with wrong singature)
