Include a note on user working hours (#1679) 
Add a note that user working hours are currently hardcoded and will be
updated in a future release

Adds a note that OnCall working hours are hardcoded and cannot be
customized at the moment.

Preview the website

Run make docs. This launches a preview of the website with the current grafana docs at http://localhost:3002/docs/oncall/latest/ which will refresh automatically when changes are made to content in the sources directory. Make sure Docker is running.
