Joey Orlando abedea72bf don't force create default user notification policies (#4608 ) # What this PR does Related to https://github.com/grafana/oncall/issues/4410 The changes in this PR are a prerequisite to https://github.com/grafana/terraform-provider-grafana/pull/1653. Run make docs. This launches a preview of the website with the current grafana docs at http://localhost:3002/docs/oncall/latest/ which will refresh automatically when changes are made to content in the sources directory. Make sure Docker is running.
