Leftover tweaks (#4615) 
# What this PR does

- Moved `Custom` as the last option for silencing period
- Added placeholder for "Select or type" on dropdowns where input is
allowed (such as custom wait durations)
- Cleanup (removed `SilenceCascaderButton` component)
