Email tasks are failing and retrying when they use the fallback default
notification policy as it does not get saved in the DB. This PR uses the
same way as UserNotificationPolicyLogRecord to set that field to null to
avoid `ValueError("save() prohibited to prevent data loss due to unsaved
related object 'notification_policy'.").` when that is the case.

# What this PR does
This is a follow-up PR to https://github.com/grafana/oncall/pull/4628.
As @Ferril pointed out, there was a slight issue in
`apps.alerts.tasks.notify_user.perform_notification` method when using a
"fallback"/default user notification policy. This is because the
`log_record_pk` arg passed into `perform_notification` will fetch the
`UserNotificationPolicyLogRecord` object, but that object will have a
`notification_policy` set to `None` (because there's no persistent
`UserNotificationPolicy` object to refer to).
Instead we now pass in a second argument to `perform_notification`,
`use_default_notification_policy_fallback`. If this is true, simply grab
the transient/in-memory `UserNotificationPolicy` and use that inside of
this task

Adds flexibility of the method of encryption in the SMTP email app. Some
email servers are configured to use port 465 (intrinsic TLS) which
requires `EMAIL_USE_SSL` instead of `EMAIL_USE_TLS`.

Change email notification templates to not wrap the user template in a
fixed body. Info has been moved to a footer. The title now also matches
the template from the user exactly and will only get a default message
if the user template result is empty.

Keep record of the timestamp when the alert group creation task is
triggered, allowing to track the delta time between alert received
datetime and alert group creation timestamp.

This is a follow up to #2502 which started to remove logic to
"archiving" alert groups. This PR:
- removes all references to `AlertGroup.is_archived` and marks the
column as deprecated. We will remove it in the next release
- removes the `AlertGroup.unarchived_objects` `Manager`
- renames the `AlertGroup.all_objects` `Manager` to `AlertGroup.objects`

- update `make test` to always use `settings.ci-test`. Right now it will
use whatever the value of `DJANGO_SETTINGS_MODULE` is in
