Allow OnCall API to use Grafana Service Accounts (#3189)
# What this PR does
Allows public OnCall API to use Grafana service accounts for
authorization. In cloud requests using a Grafana service account token
also needs to provide headers for `X-Grafana-Org-Slug` and
`X-Grafana-Instance-Slug`

This is **alpha** functionality, it may break or be removed in the
future. Going to use this on one endpoint (resolution notes) before we
consider the implications across all of public API.

add support for datetime on final_shifts API parameters (#3103)

- Changes the data type from `DateField` to `DateTimeField` on the
`final_shifts` API endpoint
- Accepts either a date or a datetime for the `start_date` and
`end_date` parameters (e.g. 2021-01-01 or 2021-01-01T01:00)
- Datetime granularity is in line with what is configurable on the
schedule i.e. `YYYY-MM-DD hh:mm`
- removes the rounding logic that modifies the query sent on the
database

Add webhook presets (#2996)
# What this PR does
Add a system similar to how we select integrations when creating
webhooks so that the user has a description of what webhookds do and
does not have to write complex templates for common webhook use cases.
Presets allow us to create the contents of the webhooks in code and
define which fields are controlled by the preset. Some specifics:

- Newly created webhooks must choose between Simple, Advanced or another
predefined system
- Simple is always an escalation step and will post the entire payload
to the given URL
- Advanced is the same as no preset which is our current view where all
fields are available
- There are no changes for all existing webhooks with empty preset
fields
- Once a webhook is created with a preset the preset cannot be changed
- Fields in the webhook that are populated by code will give a
validation error if they are modified
- In the public API webhooks with presets are returned for viewing but
cannot be created or modified. This restriction is in place because the
Web UI provides the context for which fields to use with a preset. The
public API is for interacting with webhooks where all fields are
defined.

To define a preset create a file with metadata and an override function.
The metadata drives validation and what to display in the UI. There are
two functions one is connected to the pre_save hook of the Webhook model
for persistent changes, the other replaces parameters at execution time
for ephemeral changes. See the simple and advanced presets as an
example. The file must be listed in settings in
`INSTALLED_WEBHOOK_PRESETS` to be enabled at runtime..

Fix public actions endpoint to handle empty user field (#3053)

Fixes a regression that was introduced when actions were remapped to new
webhooks. Validation in the serializer was making the user field no
longer accept blank and None values. This PR makes those values accepted
again.

update slack_sdk dependency to latest version (#2947)
# What this PR does

- update `slackclient` dependency to latest version. The version we were
using was 5 years old 😲
- first followed the v2 migration guide
[here](https://github.com/slackapi/python-slack-sdk/wiki/Migrating-to-2.x)
followed by the v3 migration guide
[here](https://slack.dev/python-slack-sdk/v3-migration/). The main
changes were:
    - The PyPI project was renamed from `slackclient` to `slack_sdk`
- it is discouraged/harder to call `api_call` and encouraged to call the
helper methods (ex. `chat_postMessage`;
[note](https://github.com/slackapi/python-slack-sdk/wiki/Migrating-to-2.x#web-client-api-changes)
in migration guide docs)
- In 1.x, a failed api call would return the error payload to you and
have you handle the error. In 2.x, a failed api call will throw an
exception. To handle this in your code, you will have to wrap api calls
with a try except block. Since we overload `WebClient.api_call` this was
an easy change and only required a one line change
- remove `apps.slack.slack_client.slack_server.SlackClientServer` class.
The new version of `slack_sdk` handles the case that we needed to
overload for in the first place.
- merged `apps/slack/slack_client/slack_client.py` and
`apps/slack/slack_client/exceptions.py` into `apps/slack/client.py`

Truncate exported final shifts to match the requested period (#2924)
When calculating on-call load, if an involved shift extends outside the
requested time span you can get unexpected results. Truncate the
returned events times to keep the details for the specified start/end
dates.

AlertManager v2 (#2643)
Introduce AlertManager v2 integration with improved internal behaviour

it's using grouping from AlertManager, not trying to re-group alerts on
OnCall side.
Existing AlertManager and Grafana Alerting integrations are marked as
Legacy with options to migrate them manually now or be migrated
automatically after DEPRECATION DATE(TBD).
Integration urls and public api responses stay the same both for legacy
and new integrations.

apps.get_model -> import (#2619)
# What this PR does

Remove
[`apps.get_model`](https://docs.djangoproject.com/en/3.2/ref/applications/#django.apps.apps.get_model)
invocations and use inline `import` statements in places where models
are imported within functions/methods to avoid circular imports.

I believe `import` statements are more appropriate for most use cases as
they allow for better static code analysis & formatting, and solve the
issue of circular imports without being unnecessarily dynamic as
`apps.get_model`. With `import` statements, it's possible to:

- Jump to model definitions in most IDEs
- Automatically sort inline imports with `isort`
- Find import errors faster/easier (most IDEs highlight broken imports)
- Have more consistency across regular & inline imports when importing
models

This PR also adds a flake8 rule to ban imports of `django.apps.apps`, so
it's harder to use `apps.get_model` by mistake (it's possible to ignore
this rule by using `# noqa: I251`). The rule is not enforced on
directories with migration files, because `apps.get_model` is often used
to get a historical state of a model, which is useful when writing
migrations ([see this SO answer for more
details](https://stackoverflow.com/a/37769213)). So `apps.get_model` is
considered OK in migrations (even necessary in some cases).

shift swap requests model + CRUD endpoints (#2597)

This PR should allow us to start working on _most_ of the remaining
tasks for this feature set.
- Adds a basic `ShiftSwapRequest` model + CRUD endpoints. 
- Adds a `POST /api/internal/v1/shift_swaps/<id>/take` endpoint which
allows a benefactor to take a request (only when certain conditions
about the ssr are met)

Improve APIs for creating/updating direct paging integrations (#2603)
# What this PR does

- Disallow creating direct paging integrations for a team that already
has one + make sure this constraint is also enforced on update
- Refactor some direct paging API parts to be more reusable & simple
- Add tests

Fix duplicate orders on routes and escalation policies (#2568)
# What this PR does

Fix duplicate `order` values for models `EscalationPolicy` and
`ChannelFilter` using the same approach as
https://github.com/grafana/oncall/pull/2278.

- Make internal API action `move_to_position` a part of
[OrderedModelViewSet](https://github.com/grafana/oncall/pull/2568/files#diff-eb62521ccbcb072d1bd2156adeadae3b5895bce6d0d54432a23db3948b0ada54R11-R34),
so all ordered model views use the same logic.
- Make public API serializers for ordered models inherit from
[OrderedModelSerializer](https://github.com/grafana/oncall/pull/2568/files#diff-d749f94af5a49adaf5074325cdfad10ddd5a52dbfd78b49582867ebb9c92fae5R6-R38),
so ordered model views are consistent with each other in public API.
- Remove `order` from plugin fronted, since it's not being used
anywhere. The frontend uses step indices & `move_to_position` action
instead.
- Make escalation snapshot use step indices instead of orders, since
orders are not guaranteed to be sequential (+fix a minor off-by-one bug)
