Enable FEATURE_INBOUND_EMAIL_ENABLED by default (#2846)

# What this PR does

Sets `FEATURE_INBOUND_EMAIL_ENABLED` to `True` by default, so inbound
email integration setup is consistent with the
[docs](https://grafana.com/docs/oncall/latest/open-source/#inbound-email-setup).
